From time to time, Ka Puta Ka Ora Emerge Aotearoa will lease privately owned properties in areas where demand for affordable housing is high.
Through our Lease Programme, we lease a range of residential property types across Aotearoa, from stand-alone family homes to smaller units in apartment blocks.
Leased properties are matched to people most in need and who are registered on the Public Housing waiting list managed by the Ministry of Social Development (MSD). Emerge Aotearoa takes on the role of landlord, and we manage all dealings with people living in the home.
Whether you are an individual property owner or a large property developer, our Lease Programme may suit you. We can offer stable, short to medium term continuous rental income, and monthly rent payments are guaranteed, even when the property is vacant between tenancies. Maintenance is the obligation of the property owner, Emerge Aotearoa is responsible for damage remediation.
Our Criteria
Properties must meet our eligibility criteria to be accepted into our Lease Programme – and that includes strict measures to ensure tenants live well in homes that are warm, dry, healthy and safe.
We will consider a property if:
- It is in an area where demand for public housing exceeds our own available housing stock
- It was built after the year 2000 (preferred)
- It meets the Government’s Healthy Homes Standards
- It is currently untenanted, or will soon be untenanted
- Other criteria is met – for example, the zoning and use permits residential housing per the Resource Consent and Building Act, meets our minimum requirements on building size, and land floor area.
What is Transitional Housing?
Transitional housing provides temporary accommodation for people and whānau who don’t have anywhere to live and urgently need a place to stay. We also provide tailored support people into longer-term housing.
Insurance and Compliance
- Owner must have appropriate building and landlord insurance cover in place
- Owner must have methamphetamine insurance cover in place
- Homes must comply with Healthy Homes standards and we may require an independent assessment report
- Meet current Building Code, and have a Code of Compliance Certificate
- Current BWOF (if applicable)
- Approved FENZ Fire Evacuation Scheme in place (if applicable)
Lease Agreement
- Short term leases: 12 months (with right of renewal) are on a standard tenancy agreement-lease version
- Medium term leases: 3 years + (with right of renewal are on the Auckland District Law Society lease version – access here.
Note; all parties are responsible for their own legal costs in lease preparation including due diligence.
Rent
- Tenants pay income related rent determined by the Ministry of Social Development, with the amount set at 25 percent of their net income.
- HUD pays an income related rent subsidy to Emerge Aotearoa to cover the balance between the tenant’s rental payment.
- Market rents must not be higher than the median quartile for the location of the house. Market rent » Tenancy Services
- Rent reviews are currently capped at 2% pa.
